    I installed 2 WordPress and works. When I launch the first one created, I get a Warning Message, but just with the first WordPress, but no error message with the second WordPress created.

    If you installed XAMPP in the default folder C:xampp go and manually create the folder C:xamppmysqllibplugin in Explorer. This should fix the user creation issue.
